Would a rx6600 graphics card work with a 650 power supply. or should I go for a GTX 1660 TI

Yes, that PSU is fine for that GPU.

I can see you have gotten your answer but if you have problems in the future use PC part picker and put in all your parts it will tell you if they are all compatible or tell you the issues
