Power Cycling after BIOS

I installed a new cooler (ID Cooling SE-224 XT) and now whenever I try to boot to windows from the BIOS my pc power cycles 6-7 times before it finally boots up. It does not power cycle when I boot normally without going into the BIOS. Motherboard is MSI B450 Tomahawk. It isn't an issue of overheating (CoreTemp reports around 30-40 degrees C on average with new cooler). As far as I can recall, this issue never occurring prior to the installation of the cooler, but since it isn't overheating and the fan is connected to the right header, I don't see how the cooler would have anything to do with the issue.
