Discrete GPU runs worse than integrated GPU

CPU: I5-3210M

dGPU: Radeon 7670M

iGPU: Intel HD Graphics 4000

RAM: 4GB

HDD: 320GB

Hey lads, so, i have this oldie Samsung NP350v4c from 2012 that has this pretty annoying issue i've tried to fix for days. For example, when i run a game called People Playground with the 7670m fps are always capped at 21, meanwhile with the hd 4000 is about 55-60 fps, and it is not only with that game, i've tried switching with other games and it happens too.

 

So here is what i've tried:

-Installing original amd drivers from Samsung's website (Catalyst)

-Installing most recent drivers from amd's website (Crimson)

-Uninstalling anything amd driver related with DDU

-Changing power plan to High Performance both on windows and the radeon control center

-Checking BIOS if there is anything related to switchable graphics, nothing

 

What i've noticed:

-While testing with a game and using HWmonitor i noticed that the gpu was using only 20-35%

-While gaming dgpu temps are about 45-55 celsius while cpu is around 55-65 celsius

-Games do load/boot a bit faster than with the hd 4000

 

Pretty sure it is not that the dgpu is weaker than the igpu, checked someone else playing TF2 with the exact same specs with the 7670m and it ran at least 10% better than when i'm using the hd 4000 ( team fortress 2 - hd 7670m (1gb) - YouTube )
