3060ti no video after drivers are loaded

Figured out it was my PCI riser cable that came with my Geeek G1 SE. Only supports gen3. Should have bench tested. Woulda saved me a lot of time. 

I'm building a new rig and I'm having a rough go at figuring this out. Installed Windows 11, got everything up-to-date, installed all the drivers from Asus' site, and then installed Geforce experience and installed the latest driver. After that point, no video. I had ScreenConnect installed so I was able to boot it into safe mode by remoting onto it from another PC, tried wiping the driver with DDU, and reinstalling the driver without Geforce experience. Same issue. 

 

I've tried:

Windows 10 (same exact behavior)

Pop_OS! (lose video immediately after booting off the USB)

Re-seating all connections

Tried all display outputs in GPU

Tried multiple HDMI/DP cables

BIOS:

Forcing PCI 4.0 (vs auto)

Factory Reset

Re-flashed the BIOS (is the most current version)

 

Specs:
Ryzen 7 5800x

Asus ROG Strix x570-i ITX mobo

64gb Corsair Vengeance LPX ram

Sabrent Rocket 4.0 m.2

EVGA 3060ti XC
