FPS keeps tanking after PC restart.

Having an issue with (what I assume is) my graphics drivers. If I DDU uninstall and clean reinstall the most current driver for my card I get good FPS (60+) in games. As soon as I restart my PC it drops back to 10-15 FPS. Doesnt matter how intense or easy the game is to run. Anyone run into this and have a solution other than doing a clean install of my GPU driver after every reboot?

I saw that too and gave the inside a good dusting, but no luck. The clean driver install fixes it every time.
