Steam ACCT recovery

I have been trying to recover/reset my Steam account password but have been stone walled from customer support.  They are requesting my CD key from when the account was setup and that PC/CD is long gone.  I get the email verification email but then it says Self-recovery is not available for this account because additional security verification is required.  Am I just SOL on getting it back with out the key??

 

Any help would be great.

Not recovered but I had to change the Steam store to a different country (US -> Germany) after moving. Changing that required my US phone number which i didn't have as I already switched to a German number. Also used Steam support for this. They needed a CD key (could have used any game not just the original used to set up the account). Aside from that I did pretty much what you are asked to do in that e-mail, didn't have any problems doing it. Also this was back in 2016.
