You aren't gonna get a GPU new that's better than the iGPU in the 5600G. You might be able to get a used GTX 1060 in that price range, but it would be extremely overpriced, and for Minecraft and Roblox the 5600G's iGPU is fine.

Monitor is not a good option. Rather a bit pricier, yet much better Gigabyte ‎G24F-SA

https://ca.pcpartpicker.com/product/Cnwypg/gigabyte-g24f-sa-238-1920x1080-170-hz-monitor-g24f-sa

60Hz really is bad, at that price point especially.

Gigabyte ‎G24F-SA is 170Hz

In some respects it's the most important element for a great experience...

... but I'm no expert.

Not a much cheaper and not as good - https://ca.pcpartpicker.com/product/22VmP6/acer-nitro-qg241y-pbmiipx-238-1920x1080-165-hz-monitor-umqq1aap01

Maybe consider using un-actiavated Windows for a while instead? You don't lose too much functionality with that, but Gigabyte ‎G24F-SA  would fit into budget then.

Since it will only be using integrated graphics would going from 21.5'' to a 24'' be worse performance though?

No. Only the resolution matters in this case.

1080p both.

But I think when there arrives a dedicated GPU, the monitor still is very good for the experience.
