Hard Drive only boots after unplugging and replugging SATA power

I built the computer a year ago with an M.2 for booting and a HDD for mass storage and there were no issues. Yesterday I water-cooled my CPU and GPU and have encountered the strangest issue. The computer boots as normal but the HDD doesn't spin up. I replaced the SATA cable and chose a different SATA port on the motherboard and confirmed that the SATA power has power. When I unplug the SATA power from the drive and replug it in, the drive spins up and operates like normal. Does anyone have a clue what would cause this? Thanks in advance!!!

  • WD black 6tb HDD - The issue
  • Corsair RM850x Power Supply
  • Hydro X Cooling
  • Asus ROG X570 Gaming-E (BIOS version 2606)

1.Change SATA Data cabel.

2.Change SATA Power cabel

3. Change PSU

4. Test with different OS.

 

Or just plug into some other PC to test if HDD is OK.
