3060 bad fps in gta 5 and only uses 20%

Hi, im trying to use my gpu (3060) at gta but i only have 40-50 on the lowest settings. I've seen a lot of youtube videos and they get 100-130 with max settings. so im trying to ask here. 

My gpu only uses 10-30% of the usage so how do i get it up

i have:

 

gpu: 3060

cpu: ryzen 7 2700x 8 core

ram is 16 gb with 3000mhz

thats all that i know lol

wait now it uses 70-100% off my gpu but my fps is the same

Ddu the GPU drivers and reinstall them

No cpu mobo or ram atm

2tb wd black gen 4 nvme 

2tb seagate hdd

Corsair rm750x 

Be quiet 500dx 

Gigabyte m34wq 3440x1440
