i overclocked my gtx 710 2gb and when playing games it reaches 99C is that normal?

Very , the 710 is incredibly low powered, it shouldnt be anywhere near that hot.....unless its a fanless model and you've cranked the voltage.

 

if its fanless , get urself a cheap fan that more or less fits it and attach to the heatsink.

 

if it already has a fan and its working, then try replacing the TIM.
