Assuming you're paying for faster internet than that, its determine what's slowing you down (also assuming the bottleneck isn't Adobe's servers). Also assuming you're downloading this legitimately from Adobe. Lots of assumptions here as you didn't really give us any information at all.

Lets start with who is your ISP? What router/modem do you have? Are you wired or wireless? When you run a general speedtest for a baseline what do you get?

Based on your download speed, it would appear that your downloads should be faster than 15-20kbps, assuming there's nothing wrong on Adobe's side of things. I would next test your speeds downloading something from a known good source, such as the Files section of https://proof.ovh.net/ and note your results. You're looking to eliminate variables until you can come to just a couple possible cause.

If downloading other large files works fine, and the Adobe Creative Cloud installer is the only thing that's going slowly, that points to there being something wrong between you and Adobe's servers, or something wrong with their Creative Cloud software launcher, both of which should be troubleshot by Adobe since they wrote the installer and would thus know how to have you check installation / download logs.
