No POST after updating fan speed

Specs:
Palit GeForce RTX 3060 Storm X 12 GB

AMD Ryzen 5 3600X

ASUS ROG Strix B450-F GAMING, Socket-AM4

HyperX Fury RGB DDR4 2666MHz 16GB

Corsair VS550, 550W PSU

HyperX Fury 480GB 2.5" SSD (hosts Windows)

Patriot P300 M.2 PCIe Gen 3 x4 1TB SSD

Running Windows 10 (x64)

Unsure, but I think BIOS is version 4301

 

I last changed my build about 2 months prior to any issues.

 

I entered BIOS through Troubleshoot > Advanced options > UEFI Firmware Settings > Restart, to enable TPM 2.0, but didn't end up changing the TPM settings. I did however change the speed of my CPU fan from silent to normal, and when it restarted to enable the settings the computer wouldn't POST. I let it run for about 10 mins before force restarting it. It still did not POST.
The motherboard Q LEDs flash between yellow and red for a while when I turn the computer on, but after about 20 secs go solid white (VGA).


Already tried troubleshooting:

I have tried taking the CMOS battery out of the socket, waiting a minute and putting it back.

tried unplugging every connector for the GPU, and tried using alternate power cables for the GPU.

Tried connecting monitor to motherboard through both HDMI and DP.

You must disconnect power or switch off psu when removing the battery to clear cmos.

 

Try again. 10 minutes battery out minimum. Hit the power button once to relieve caps.

Did this, now the light is green/yellow, i.e boot problem

Turns out that it will now boot into safe mode, but normal boot gives the same result as at the start, it has only worked after a force reset
