PC randomly shutting down while playing games and PC restarts whenever I click shutdown in Windows

Hello I recently built a new PC and I have 2 problems that happen very often.
This first problem is whenever I am playing a high CPU/GPU demanding game my PC randomly shuts off and restarts.
This has happened while playing Monster Hunter and Just Cause 3. 
I could leave my PC on for hours and nothing will happen or I could play less demanding games for hours and it won't shut off.
My temps are typically around 60-70c for both my CPU and GPU.

The other problem is whenever I attempt to shutdown my PC in Windows it restarts.
I've tried turning off the LAN driver, changing values in Registry Editor, and I've turned off restart after crash.

Also I'm using Asia Horse extension cables I'm wondering if that might be the cause of the issues.

Specs:
CPU: i9-11900k

MOBO: MSI Z590 Gaming Carbon Wifi

RAM: Corsair Vengeance RGB Pro 32GB 3600

GPU: Asus ROG Strix 3080
PSU: Corsair RM1000x

I don't have any OC's and I have XMP Profile enabled.

i think the restart instead of shutdown is a bug in windows

Yes the temps are normally around 60-70c when this problem happens
my PSU is a Corsair RM1000x

This fixed the auto restart issue thank you!
I have to see if the other problem still persists.
Should I manually OC my RAM so it runs at a faster speed or should I leave it at the default 2133mhz

I am not a fan of OCing, and XMP causes more issues than it solves. So that's up to you, but I'd solve all the issues you are having first, before tinkering with non-standard speeds, as it will only introduce more issues you will have to deal with.

if the ram doesn't work with xmp return it for proper ram (Vengence is not very good usually) provided you have updated your bios and chipset.

I will run my PC without an OC to the ram to see if the random shutting down problem is fixed or not.

I will also try to overclock to get it to the 3600mhz that is on the box and if that makes the problems come back I will try to get different ram.
