Disregard. It ended up needing a cmos reset and the chiipset fan was running at 4500+ rpm constantly. Got it fixed.

I have recently undervolted my GPU and that helped me to get low usage temps down to about 35C but I was getting a very annoying whine noise that I wanted to try and setup zero RPM mode for the gpu fans to see if that combats it. I was running FurMark and under load I do not get that noise but was just here to see if anybody knew how to get past the minimum fan speed of 30% while under light loads for my GPU.

I dont think you can go lower without just unplugging the fans. The noise your hearing is probably coil whine not fan noise though
