PC display off.....Ram Debug led goes on....

So my PC had a PSU issue and I just replaced it with a new one it was working fine. I even ran cinebench r15 twice. I wanted to install a fresh windows so I started the boot and after deleting C drive it showed windows cannot be booted in this drive(probably legacy/uefi issue), Anyway I made another boot drive and proceeded to boot windows this time my display suudenly went blank , The system was runnig, it didn't reboot or anything but the ram debug led turned on and it wasn't posting anymore. Several try later I took out the system from the case, reset the ram,cpu and everything else and started it outside the case(just so there is no issue of shorting) The pc posts sometimes and goes into bios but doesn't stay on for more than 20 sec and the dram led goes on again....But sometimes the CPU debug led turns on and stays on.....this has got me thinki9ng if its only a ram issue or something else....Some expert help will be really appreciated.....
