MSI gaming Laptop Power Draw

I was trying to help my roommate with his MSI Laptop. He has a problem where the Laptop draws Power from the power brick and the battery simultaneously during game play. We tried to limit the cpu through power options but anything under 100% kills the boost entirely and tanks performance. Any ideas on how to limit the Intel boost for power management, without dropping to base clock? Running an Intel 11th generation i5 with a 2070.
