Everytime I'm video editing, Windows 10 stops responding and I have to restart?

It's definitely not the GPU since I'm currently using a different one for the mean time and all the temps for everything else is in the normal range. This has been going on for a little while now where first my tv disconnects then my main monitor and once that happens windows stops responding and I have to restart. I fear it might be a CPU issue cause it tends to happen when I'm video editing and multitasking. Just 10 minutes ago I was just dragging a video file into adobe premier pro and everything just froze and disconnected as usual... It's annyoing cause I have work to do!

I have 32GB of ram and it barely goes over 50%.
