FPS drops are real pure stuttering

I was going to stress test it but like fuck it and download and install League.

I booted up a test mode to check my setting my frame are bad.

On just league, the frame ain't stable. it jumps from 400+ to 80 in seconds causing really bad frame stutters. I then tested on a bunch of different games but still had bad FPS. but windows is completely fine.

I thought it might be bottlenecking as the game do run on the highest setting but even lower makes no difference also the temperatures are really good hovering around 40c

 

FYI am running on an old monitor which only does like 60hz

 

My Spec is:

intel 11700k

32 RAM at 3200hz
