Converting your currency to USD that gives you a budget of around $475 which is going to be particularly difficult unless parts are more readily available (not suffering from the global shortage.) in India.

 

CPU - i3-10105f

motherboard - any H510 micro ATX (double check the support CPU list from the manufacture.)

Ram - 16GB DDR4

Case - cheapest mid tower with a mesh front and fans included

HDD - ~500Gb SSD

PSU - 700W 80+ bronze

Graphics card - used GTX 970.

 

If you can find those part you should have some change and there is a little room to upgrade the CPU and GPU later on.

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc):  I am building new PC but need community's help. I have already decided some of the hardware such as:
processor: 2.5 Ghz or above and 4 cores

ram: 8gb
storage: 500 gb ssd

graphiics card: 2 GB

 

I have decided these components would be enough for my daily use but I don't know what model to go for or what brand to go for. I don't know is intel better or Amd, which one would give me features and get me in budget.

 

Especially I have no idea what motherboard should I buy, I just want to specify that I don't want built in wifi/bt adapter. Atleast recommend me what motherboard should I buy.

Your list of "decided hardware" looks more like generic software requirements. Did you have any specific hardware in mind?

 

Also, what games are you looking to play? For gaming, no decent GPU in today's terms would have less than 4GB of VRAM.
