Motherboard recognizes drive in bios, but still asks me to "insert a boot device"

so i have a h61m-pci2 motherboard from wibtek (digital alliance), and it recognizes my hard drive and ssd in the bios. but for some reason it refuses to boot from them.

 

the ssd is one i use to test multiple systems ( all intel, ranging from lga 775 to 1150)
the hard drive i use when a system is being stubborn like this one, to install a fresh OS on.
 

when i plugged in my flash drive to install a fresh OS into my hard drive, it works with no problem until i restart it. then it refuses to boot again.

-i5 2500k
-TP67B+
-Zotac gtx 970 (the wimpy version)
-256gb V-gen nvme ssd (@ me if you want to know how I gave my P67 board NVME support)
-1tb wd blue hdd
-Corsair CX550
-MSI Mag forge 100r

Have you turned off instant boot and all other fast boot options?

Which OS are you trying to install?

I've resetted cmos and loaded optimized defaults
it's Win10, specifically 21H1
