after rolling back to windows 10 from win 11 can we disable win11 update until 2024?

Since it isn't released yet I don't think there is a plan for this as the way Microsoft will push it is unknown. 

My bet though, if you aren't using bitlocker drive encryption, you can disable tpm until you want it. Any install attempts would probably not work without it on.

You have to first leave the Insider Program. Then, just install Windows 10. Windows 11 update will show as an optional update once Win11 is released to the wide public.
