I can't migrate/copy anything so I need to do a clean reinstall. Do I need to reinstall my apps and how do I reinstall Windows?

By grabbing the Media Creation Tool from this link, using it to put Windows 10 on a USB stick and booting to it.

Many guides out there, this is just the first one in my search results.
