This really sounds more like a motherboard issue than PSU.

I installed a new EVGA 3080 to replace my 5600xt that I had before.  The first boot when just perfect after install.  The next time I tried to boot up everything else ran fine, but got a black screen and a white light on my motherboard.  After taking everything back apart and checking everything was plugged in and installed correctly it booted again.  I started the google search of possible problems.  The guy was having a different problem than mine but he did say he had to power cycle his psu to get it to work.  So now I have found out that it will boot and run fine for multiple hours of gaming, but if I turn it off I have to power cycle it again no matter how long it is off.  I had no problems what so ever with my old asrock 5600xt installed.

specs:

11th Gen Intel(R) Core(TM) i5-11600K

CORSAIR iCUE H100i RGB PRO XT,

MSI Z590-A PRO LGA 1200 Intel Z590 SATA 6Gb/s

Corsair Vengeance LPX 16GB (2x8GB) DDR4 DRAM 3000MHz

EVGA GeForce RTX 3080 XC3 ULTRA GAMING, 10G-P5-3885-KL, 10GB GDDR6X, iCX3 Cooling

EVGA 210-GQ-0750-V1 750 GQ, 80+ GOLD 750W, Semi Modular,

Removing Radeon drivers with DDU is recommanded before installing GeForce drivers.

You don't want a PSU with ACRF on the primary with an Ampere card. Replace it for a high-end unit with LLC toplogy.

also rtx 3000 sries are having problems to boot when the top slot is either on AUTO or PCIE 4 mode. go to bios (with the 5600XT installed) and chaneg the top slot to pcie 3.0.

that should fix it. there jhs reports about this.

you can also try the secodn slot. it should be pcie 3.0

I did use DDU to remove all Radeon drivers before installing the new card.  And a fresh install of the new drivers.

I have my card plugged into the bottom slot on my motherboard already.  Mostly because of the hoses on the CORSAIR iCUE H100i RGB PRO XT hit the top of the card if installed on the top slot.

What I am getting so far is that I need to get a different power supply for this set up.  I will start looking at a 850w LLC PSU.

Thanks for all the help so far.

So it did that after POST or it did that instead of POST.  Remember:  POST comes first.  "BOOT" means it's on it's way into the OS.

How are you shutting down when this happens?  Are you just shutting down from the OS and then it won't power back up again when you hit the power button on your case or are you actually turning off the power to the PSU every time you shut down?

Although your PSU is garbage, I doubt (at least at this juncture) that it's the problem.  And even if it was, getting an 850W is unnecessary.

MSI Z590-A PRO

Do you have the newest (7D09v12) BIOS for your board?

You'll note that MSI says it's for "improved VGA card compatability".

I am shutting down from the OS.  Then I get the black screen with no input when I turn it back on with the power button the the case.  I do get lights on CPU cooler and GPU and all fans come on.  It will not Post or Boot into the OS again until I turn off  and back on the PSU with the switch on the PSU and then hit the power button on the case.

I have updated my BIOS on the motherboard and it seems to be working now.  Thanks for everyone that replied to this and helped out.
