And you're right, the president hasn't approved the bill yet, but it's basically guaranteed that he will - could have been more accurate there.

This explains it pretty well: 

Basically, once you observe the particle, it changes. So there's no way to enable 2-way communication. You just have the knowledge that one state will match the other.

@RoswellI believe AMD's patent is referring to teleporting qubits, which count as information. Since they're inside the processor they wouldn't actually be 'observed' in the traditional sense. 

At the end of the day though it seems like the real issue here is semantics - whether we call it 'teleporting' or 'information' we're talking about using entangled particles to send qubits from one part of the processor to another instantly. Or at least, that's my understanding.
