Stuttering Frame rate in Fortnite

I am getting almost 240fps consistently but almost once ever 15 seconds I look around a little and get a huge stutter. I have a rtx 3080 and 10700kf and they are both sitting almost at 40% usage yet I am getting these huge frame drops. Any help?
