If your connection is working fine, your ISP activated the port for your connection and your modem is configured properly, you should not have to wait for to "settle down" like you are brewing tea.

but almost every technician that does mount the fiber and blabla, says the same thing, dunno what's up

It either works, or it doesn't. No "settle" time needed.

That sounds like some BS they say if the speeds aren't up to snuff while they're still there so they can leave. Easier than explaining to customers that speed tests rely on a lot of outside factors they can't control.
