3080Ti Low FPS & High Frametime spikes

I have i7 8700K, 32gb Ram 3000mhz, and recently purchased RTX 3080 Ti, with 850w psu and 1080p 144hz monitor, I know that 1080p monitor is a bottleneck for such gpu. (I will purchase 2K or 4K monitor when I finish moving to new house)
In Rust at 1080p I'm getting 20% - 35% GPU usage & 40% - 60% CPU usage as well as random frametime spikes, when I use DSR to get 2K resolution, GPU usage goes up to 40% - 60% and the game still stutters with random FPS swings from 50 to 80. When I'm at the beach, I get over 125+ FPS. GTA 5 also loads GPU around 40% at 1080p with really low fps around 50 - 67 in Online. Cyberpunk also never loads GPU more than 60% at 1080p ultra setting with RTX on. The only time I've seen GPU being used to 80% was at 4K in Rust.

I have never had any stutters with my old GPU (I had good old 1060), and I've tried uninstalling GPU drivers with UUD, but that did absolutely nothing with my issue

Benchmarks like FurMark loads GPU to 99% without any problems & the temps stays  at 70c

The only thing I haven't tried yet is clean windows install.

I am pretty sure that is a hell of a bottleneck even if you had 2k monitor.

I had bottlenecks with rx5700xt and 6700k at 2k. Since 8700k is not that much better than 6700k and 3080ti is hella faster than rx5700xt also with 1080p it is a huge bottleneck i think

yup, could be your cpu actually bottlenecking…

Maybe try DSR 4K… I can play some demanding games with my 3070 @ 4k 60fps… it might just take enough load from the cpu, worth a try imo.

8700k is like a 30% bottleneck to a 3080ti, ampere uses alot of cpu

I have a 8700K | RTX 3090 combo and a CRG9 monitor (5120x1440p@120Hz) and I still see bottlenecks in many games. And in games that are "not bottlenecked" (+97% GPU usage) I still have lower FPS than wtih other CPU's and occasionally I get frametime spikes.

Generally, for gaming, the 8700K is kinda weak for 3080Ti / 3090

The RTX 3080 ti does not seem to like a lot of types of anti aliasing used in some games and will stutter. I get around it by playing at 4k with no anti aliasing on these games.

One is GTA 5.

With GTA5 your GPU usage is about right.

Here is my 5800x with a RTX 3080 ti.  I get about the same usage with my i7 8086k with a 2080 ti.
