Hi
Is it normal for an i7 10700k that is NOT overclocked to be between 32-45 degrees celsius in idle while running with an Arctic Liquid Freezer II 360mm setup with a push pull config? RPM is around 7-800 and under load the CPU temps goes to around 60-70 degrees celsius.
I've noticed that in my task manager my CPU is at all times running at least 4.6ghz, I've tried to change the windows power plan as I was told that would allow the CPU to go lower than 4.6ghz but it always stays there and I think thats part of the reason my CPU idle temps are so high. Is anyone able to help me with this?

It almost feels like my pc is not responding to the windows powerplan.

You call that high? My R3 3100 idles at right now 60c with a 120mm aio, because ambient temperature is 36c and inside the case is 45c. Dont lose any sleep over idle temperatures unless it is hitting 100c.

I think its high, I've seen other people go under 30 degrees with this CPU so for mine to average at around 40 with a 360mm rad seems a bit weird.

You have to also count everything to make a 1:1 comparison, what case does they use, where they place it, the fans, which configuration, how much the fans is, how high they are running Their fans, etc

You literally gain nothing from having lower idle temperatures, as I said idle temperatures are meaningless unless it is abnormally high (90-100c) then it would mean pump isnt working. Your AIO works fine and there is nothing to worry about. Not to mention, if your ambient temperatures were 15c lower, your idle temperatures would be 15c lower.

ok but do you know why my clock speed never dips below 4.66ghz? It seems like none of the power settings in windows are responding.

can you get lower idle temps? sure you can. but it's not worth the focus. you should be worried if load temps are out of control or if boost frequency are throttling down do to temps. dont gimp your CPU based on idle temps. theres to many variables that can cause you idle temps  to be different someone else

are you saying that frequency is locked at the same speed all the time?

I'd reset your bios to optimized default and go from there

system is prob in high performance mode in windows, thats why its full speed all the time.
800RPM and 70c under load = soo good that forum thread is a waste of time  😛 sry
