Need some suggestion for a pc build

Budget (including currency): 30-45k rupees 

Country: India 

Games, programs or workloads that it will be used for: I'm an IT student so mostly I'll be programming on it. Gaming is not my primary concern on it.

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): i have a mouse, a keyboard, and a tv which i can use as a monitor but it only has hdmi ports and USB ports

i would honestly just play around with pcpartpicker. 

With prices being how they are u just have to find what works in your budget.

Or just buy some old optiplex and upgrade it

 

If you get an lga 775 optiplex that is ddr3

Upgrade the cpu to a core 2 quad q6600 and bsel mod for extra performance, add a 4gb stick of ddr3 for 6 or 8gb ram

 

If you get an 1155 optiplex then just add a 4gb stick of ddr3, the i3 or i5 already included should be good enough for your use case

That gave me anxiety just reading it. 
The best i could offer would be a Ryzen G build.... lol

Yea anything below ~500-600$ go for a used components build instead

 

Too bad it heavily depends on your local deals so if you cant get lga 1156 or lga 1366 for a good price you are screwed, also relies heavily on overclocking so if you dont want to or cant overclock you are also kinda screwed

 

Then theres also relying on aliexpress so if you have a garbage used market you can get cheap x58 there, even lga 2011(-3), but it takes awhile for your parts to arrive and it could even be banned in your country

 

 

My local used market is decent but lga 2011(-3) is overpriced to shit so not an option

 

But then all of the chinese parts make up for that, since i live in asia chinese parts make their way onto local online shops so you can get a really good deal on these cheap chinese parts, i particularly look at the coolers but seems like chinese cases are also here
