CPU gets stuck at 0.38ghz please help

I'm having a problem on my amd laptop where my cpu speed sometimes gets stuck at 0.38ghz and i have to shut it down completely to get it back to normal. It usually occurs when i open a game application. I've tried to change the power management tools such as putting the minimum process rate at high and making the cooling police active on charge. Any suggestions on how to get rid of this?

Edit: its a budget HP laptop with ryzen 2500u vega 8 graphics card and an 8gb ram stick. 256gb SSD.

And what laptop is that? Because my Lenovo has the same issue. But it can't be fixed by the end user because that behaviour appears on mine because of the BIOS. The only "fix" is keeping your laptop charged at over 20% and connecting it immediately should it drop to that percentage.

Its an HP laptop. However my problem doesn't occur because of low percentage because there have been multiple times where it got as low as 5% but it was fine, even when i was playing a game

That might the case yeah. I did update my bios and drivers. Maybe it happened after that. I'll try reinstalling
