Disabling TurboBoost on 2018 macbook Pro

I did some looking around for info on how to disable the TurboBoost "feature" on Intel macbooks and the most common answer is to just download some app called Turbo Boost Switcher. For a number of reasons, I am not a fan of this option and was hoping that someone could explain how this can be accomplished without installing any apps. Is it possible to disable TurboBoost via the terminal?

I hope I'm not running afoul of any forum rules by sort-of re-posting this topic. It's not exactly a re-post since me previous post that brushed up against this topic was more about the specific problems with a desktop iMac.
