90 degree on idle mx 230

i need help with my mx230 my fan is not working for some reason and my gpu on idle is 90 degrees, my laptop is dell inspiron 15 3000 series, 3593 i7 10th generation,

is the fan just broken? It kind of seems like that if the GPU is running at 88c idle....
Does the fan spin up at all (in the BIOS or while rebooting?)

why no dark mode?
