What is the deal with 64 bit downloads and still get 32 bit software?

Why is it that many sites state to get the 32 or 64 bit version, but in windows manager it says 32 bit, even if you installed the 64 bit version?

Also when using a 64 bit OS? Is it because they are supposed to support older hardware and is running in 32 bit anyways?

Just don't get the deal behind it.

I can't speak on why a site would offer a 64bit version but you only get a 32 bit version, but there is a certain efficiency in using a 32 bit program. Less overhead.
