Fans always at max speed

I have recently replaced a fan on my computer, as well as cleaned the whole computer from dust. After that the fans started spinning at max RPM as soon as I boot into Windows. Fan speed is normal when in BIOS.

Both the CPU and the Chassis fans do this.
