Computer will not boot directly into Windows on 1st attempt

My computer has had this issue since I built it late 2019. From a cold boot, It will POST, then load the BIOS splash screen, then go black indefinitely. At this point I hit the dedicated restart button on my computer case and it restarts, then POSTs, then gets the BIOS splash again but this time the Win 10 start up wheel spins and it loads normally. I've pretty sure my boot order is correct. I'm thinking it might be a BIOS setting or maybe a boot conflict caused by one of the various USB peripherals?

 

Note: I don't have any secondary HDD, SSD, or USB drives plugged in. My boot drive is a M.2 SSD.

Cold boot/warm boot issue maybe.  

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.
