I7 9700f 100% CPU usage

What cooler are you using? Intel stock cooler?

A Doo Doo deepcool air cooler. This thing is junk. I want to get a cooler I can use on later builds, something overkill for now

No cpu mobo or ram atm

2tb wd black gen 4 nvme 

2tb seagate hdd

I've used aio's in the past with really good luck. I cool my 10850k with an evga 360mm no problem. Kinda want to do an air cooler this time around

No cpu mobo or ram atm

I need to measure this case to see what kind of room I've got to work with. Do you use one of those coolers?

I use a Deepcool Assassin 3 - originally on my 5.1ghz 10900k which was fine, but struggled under both CPU and GPU synthetic load (and by struggle I mean ~90c)

I switched it over to my 5ghz 8700k, and it runs perfectly fine. Realbench ~80c after an hour.

i saw that you fix a problem in this chat , can u tell me what you changed about settings to fix low cpu usage?

Increase the turbo power limits. If the BIOS does not have these options, you can use ThrottleStop.
