I just realised the topic actually posted and that the message was at the top of each topic.

 

I thought it was still in edit mode after I pressed Submit.

if there is an easy way to show it to only guests/users with under 100 posts, I guess that could be a recommendation. 

if doing that is hard, then I guess it is not necessary.

It's not possible to set announcement visibility by user post count.

 

The announcement is informational and will show regardless of if you are eligible to post in the Classifieds section or not. If you have 100 or more posts the Start New Topic button will be present. If you have less than 100 posts the Start New Topic button won't be there and it will be greyed out from the Create > Topic subforum list.
