I have the blackout after disabling CSM.

Yet it seems that though the screen stays black the machine boots to Windows anyway and after restart it does not have the blackout.

But might be just similar symptoms of different problems.

I edit my posts more often than not

You can reset the board by pulling the CMOs battery for 10 seconds. Make sure you're UEFI is set to use discrete graphics adapters.

Have you tried swapping between different inputs on the board and on the gpu?

This means it was fixed once before too.  How did that work?

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

So unknown magic like event.  Crap.  Had hoped. Would have been something that happened befor restart was hit I am assuming.  There may be a solution available in knowing precisely how secure boot works.  I’ve never even used it myself.  I know nothing.

If you have this issue please post what monitor you have.

If you tried another monitor and it worked post that model too.

Mine:

I disabled CSM and my monitor stopped working. Had to plug in a spare monitor to get into the BIOS and enabled CSM again.

Monitor:
ASUS TUF Gaming VG27AQ (DisplayPort, G-SYNC Compatible)

Spare Monitor:
Dell U2715H (HDMI)

GPU: NVIDIA GTX 1080

Is your Windows installation a MBR install? If yes, MBR is not compatible with Secure Boot and will result in this. Reset your BIOS if you haven't.

Did you unplug the PC and also shut the PSU down with its switch while doing the BIOS reset?
