Stubborn Windows Update error (0x8007000d)

Hey anyone come across a Windows 10 Update error 0x8007000d?  I have run every single troubleshooting tip I have found on Google (even manual install of updates), I can't seem to clear it.  Anyone else find a way to get past this short of a clean install?  It is beyond insane that you can't just clear the downloaded update folder reset the service and clear the darn thing.
