Can a 250L/H Pump Push Thru 480mm Radiator?

What is head pressure? The spec says its 2.2m (7.2feet).

That's how high the pump can push a water column overcoming the weight of the water column itself. Those 2.2m equal to ~3.13psi or ~0.22bar.

It's the equivalent of static pressure with fans while the flow rate is well, the equivalent of airflow.

Again, the SPC is totally fine. Small, quiet, cheap and powerful enough. I run it in a restrictive loop with 2x280mm  HWlabs GTS radiators (restrictive) in parallel and both GPU and CPU (again in parallel). It's fine. Stop worrying.

I have EK SPC160 pump rated at 250L/H, can it push water effectively thru 1 360mm and 1 140mm rad both 27mm thickness and 1 CPU Block?

I think you've been told before: the SPC pump is fine and flow rate is overrated by many. That being said: flow rate is not the spec that determines whether a pump can overcome restriction, for that you'll need head pressure.
