RTX 3070 Ti core speed dropping heavily.

Turns out the card was bad and after being on the phone with EVGA i will be sending this one back for a replacement. 

A friend of mine got me an EVGA RTX 3070 ti FTW3 Ultra and whenever I try to start a game the fans ramp up to 90% and the core will boost clock for a few seconds then dip down to 500mhz and will keep doing that until I Alt-Tab or leave the game. I have tried reinstalling fresh drivers, changing the option in Nvidia Control Panel to Prefer maximum performance, and updating the bios. I would love any help on this because I cant find anything that will fix it.
Currently Specs 
GPU: EVGA RTX 3070ti FTW3 Ultra
CPU: Ryzen 5 1600

Motherboard: ROG Strix B350-F Gaming

Ram: Corsair Vengeance 8GB x2 3200MHz (running at 2133MHz)

Power Supply: EVGA SuperNOVA 750 P2, 80+ PLATINUM 750W

I have 2 monitors. Main monitor is 1920x1080 144hz and the other is 1920x1080 60hz.

Screenshots are from playing Apex Legends the frames would vary from 150 to 34 and the Core speed would bounce from around 2000Mhz to 350MHz

Any help would be greatly appreciated.

Overheat issue? Sounds like heavy thermal-throttle.

It doesn't seem to be the case. It never goes higher than 76C when in game and I tried taking the side panel off, running the fans at max and having a box fan pointed at my pc but it didn't seem to change anything.
