Yeah that would be normal behaviour. My second monitor, also connected with DVI does mirror the BIOS and startup with my main, but as long as your secondary works normally in your operating system I don't see any issue here.

Most systems will just send a power singal to the monitor but not display anything until sign in. Whoever there are plenty of exceptions like yours where it mirrors or mine where it displays the bios on a different screen than the screen windows boots too and plenty more of these other possibilities. So nothing to worry about.

DVI monitor used to mirror booting sequence and BIOS. Now it isnt mirroring it and only says no signal. Is there any option to force it to mirror ?

Not that i know of, but why would you want to? It's normal that only 1 monitor has a signal until you get to windows. No BIOS ever was designed for dual monitor use. And they never will be.

If someone did not use reason to reach their conclusion in the first place, you cannot use reason to convince them otherwise.

There shouldn't be an option to do that. It is not something that is normally supposed to happen either usually. Any reason you want it to do that?
