That's an unanswerable question as it depends on your usage. Just an OS, a couple of lighter games and a lot of media files? You'll want a small SSD + HDD. A lot of games that you play regularly? A single larger SSD will be a noticeable improvement. And those are only two of the many use cases possible so you'll really need to give more info on what you plan to do.

Well do you need 1 TB of super fast storage (assuming you use M.2 to refer to NVMe drives) or do you need 2 TB of storage that doesn't need to be blazing fast.

Depends on how much storage you need. If you absolutely must have 2tb... but I take it you dont so I'll say the 1tb M.2 now and expand from there.

i am planig on play minecraft and mabey some csgo, but i am mainly going to use this pc for cad

Then get the single large SSD since it doesn't sound like you'll need the extra space. You can always add it later.
