RTX3070 FE is modified to fit 4L ITX case by a Chinese modifier

He used a fully customized heatsink and two turbo fans.

The maximum temperature was 76 Celsius.

 

Only 3070 FE can achieve that.

ZOTAC Twin Edge OC's PCB is too long to be usable.

Coloful 3070Ti has a short enough PCB but this mod set can't handle 295W's heat.

Besides, there are no Flex-ATX PSU larger than 600W.

 

BTW, there are still no official <180mm 3060Ti / 3070 exist.
