I can't tell you what you should buy, as only you will know what's best for you, but I can tell you that the 3060 is anywhere from 20-30% faster than a 2060, depending on the game title.

 

Use that as you will.

Now do i wait for the 3060 when msrp or do i just buy a rtx 2060 for a good price
