RTX 3060 TI Gigabyte OC 8GB underperforming

My pc spec
i5 10400
asus rog b460 h
ram hyperx fury 16gb
psu: seasonic 850 watt

i just build my pc with fresh windows 10 installation but my Gpu is really bad i barely able to play games on it i have the latest gpu driver and never overclock at all, i get massive stuttering in every games and low fps. i cant even play minecraft at all i get 10 - 40 fps and sometimes my game have problem rendering have a shimmering texture. sorry really bad english and please help me

i have to enable v-sync to play game if i turn off v-sync i cant play the game

A fresh install of windows may have a lot of updates going on in the background.

Do a search for Windows update and see if it's busy doing its thing.

already but its keep doing that beside my pc is brand new

Are all your drivers up to date?

If yes, maybe try reinstalling a previous stable driver and see if there is any difference.
