I5 7400 CPU only uses 21-23 watts max

My CPU has 65 w TDP I tried to open a performance monitoring app and I found out that my CPU uses less than half of the max TDP watts

intel's TDP is bullshit. as long as your clock speed is what it should be you're good.

That is what it would use if you were hammering it with very CPU intensive loads, like stress tests or rendering etc.

It’s because of that gpu usage.

it’s at 100%, so the cpu is being constrained by it.

the cpu knows this, and doesn’t boost to save on power, since it being faster won’t change the FPS.

But when am gaming, my CPU usage always at 100%, that is that not intensive load ?.

It is not, unless it uses AVX for a prolonged amount of time you probably wouldnt even notice it. Not every load is as hard on your CPU or GPU.

In this pic, I maxed out the graphics settings to see if my cpu well consume more watts, but is still the same.

my GPU usage is at 70 to 90 in normal situation.

My power is 63w and the max is 120w. So not even my GPU is using this much power

A software estimate is not going to be accurate. Plus, TDP is not really how much power your CPU will use. It's just a general classification of how much heat it can output. On top of that, your testing methodology is very flawed. Maxing out the graphics settings will reduce the impact on the CPU, or do nothing. All you're doing is putting more load on the GPU.

That's just going to make the CPU work less, since more load is on the gpu.
