When will using Ubuntu Server be effective to use within a Windows OS environment?

I am running a Pi-hole on a Raspberry Pi Zero. I also have a Raspberry Pi 3B+ which I am considering on installing Ubuntu Server. In my home environment, I run 3 windows 10 pro laptops and 1 Windows 10 desktop computer. When will using Ubuntu Server be effective to use within a Windows OS environment? I would like to also use the Raspberry Pi 3B+ as a NAS with on external sata 2 TB Harddrive. Would a Plex server setup be feasible on a Raspberry Pi 3B+? Transcoding will not be necessary as the movies as optimized for television. 

Constructive feedback would be appreciated.
