Unless the RGB Ram is on sale I would drop it (unless you really want the RGB), unfortunately it doesn't boost fps.... I'd also suggest dropping down to 3200mhz unless you are planning on doing a fair amount of overclocking. In all reality, the difference between 3200 and 3600 isn't going to really be noticable. I would aim for lower latency rather than higher frequency once you go past 3200.

Intel isn't a viable option on the high-end anymore in 2021, only really as a budget choice (with 11400F, 11600KF).

If you are going to use it just for gaming only, I suggest that you go with Intel i5 10600 which will be cheaper and is more than enough for games that you mentioned. As for cooler NH-D15S will be overkill for i5 so Noctua NH-U14S will be perfect. You can save a lot of money in memory, rather than going for 3600mhz, consider 3200mhz or 3000mhz. Intel is different from AMD and hardly benefits from faster ram (i.e 3600mhz). For gpu, it depends on availability of them. But if you are getting 1650 super for reasonable price then take it. Your motherboard seem good. Case depends on you. PSU is enough for i5 and 1650 super and for any upgrade like rtx 2070. For peripherals, consider monitor with 165 or 144hz refresh rate, keyboard and mouse which ever you like.

Replace the fans in the AIO to get more airflow and to keep everything uniform (the be quiet! Pure Wings 2 are also a good choice) . I would go with a cheap GPU until the higher end ones become affordable again. I would go AMD unless you are truly set on Intel.

AMD stock cooler will do, if he can save some bucks he can add it to other things like more ram or gpu. Anyways 3200mhz can do the job. Also for gpu 1050ti will be better than 1030. What do you think?

Yes, but when it come to AMD only. Intel stock coolers are not good enough. AMD's stock coolers are really good for gaming. But you can buy a better one like noctua nh-u14s or nh-u12s.

Replace the fans in the AIO to get more airflow and to keep everything uniform (the be quiet! Pure Wings 2 are also a good choice) . I would go with a cheap GPU until the higher end ones become affordable again. I would go AMD unless you are truly set on Intel.

I wasn't sure if he was going to do any overclocking. If he were to not do any overclocking or would plan to do it later, than the stock would do the job. In which case, a 1050ti would be feesible, and I just used the same speed of ram in his original plan. 3200 would be better if he would rather save some money rather than get more performance in the budget. Here is the the new list. I changed to Pure Wings because they were quieter and fit in with the theme a bit better and were close to the price of the p12s.

Well it's not a terrible PSU, but -
-It has issues with Ampere, so if OP wanted to add a 3060ti - 3090 then he would need a PSU upgrade.
-it's also really bad value. the 850W Enermax D.F Revolution is cheaper than this Seasonic model, while being cheaper, and 200W more. The D.F revo is an swesome PSU btw Enermax Revolution D.F. 850 W 80+ Gold Certified Fully Modular ATX Power Supply (ERF850EWT) - PCPartPicker
