Can a PCI-E 1x to 4 16x slot riser be used for adding 4 GPUs to a folding PC? Will the GPUs like 1050ti have acceptable performance?

Possibly if your running Linux but likely not under Windows. See the BiFrost build in my SIG for better alternatives.

 

TLDR - you really need PCIe3 x4 or better. And don't use SATA for power for Risers. The connectors tend to melt and cause fires as they're not rated for the 75W that can be drawn from the PCIe slot.
